No C-type to E3 bachelor-Violation of Constitutional right

In Talcher-Kaniha E3 bachelors are not being allotted C-Type quarters where as E2A are being allotted C-type quarters.

Then what is the reason?

Either E3 & above Bachelors are not entitled for C-Type quarter.

Or

They are Junior to E2A Married executives

Now let’s analyze the above two reasons.

1. E3 & above Bachelors are not entitled for C-Type quarter.

Refer “ALLOTMENT OF RESIDENTIAL ACCOMMODATION RULES”

3.0 ELIGIBILITY:

3.1 All employees, except the local employees, will be eligible for allotment of residential accommodation in the township provided that if an employee is under suspension pending enquiry, he will not be eligible for allotment of accommodation during the period of suspension.

3.2 If husband and wife are both employee of the Company and working at the same station, only one of them will be eligible for allotment.

3.3 If one of the spouses is employed by another Government/Semi-Government organisation/Autonomous Bodies or Public Sector Undertaking and has been allotted residential accommodation from his/her employer in the same station he/she shall not be eligible for allotment of accommodation by the Company.

3.4 If father or mother and unmarried son and/or daughter are both employed by the Company are working at the same station, then only one of them will be eligible for allotment.

3.5 Normally, bachelors will be allotted shared accommodation.

3.6 An employee who draws "house rent allowance for retention of his family in a place other than the place of posting under provision of the relevant Corporate Personnel Circular will be allotted shared bachelor accommodation only subject to the terms and conditions in force from time to time.

5.0 ENTITLEMENT:The entitlement to different types of accommodation will be as follows 17,18,19:

Here it is clear that E3 executive is entitled for C-type accommodation. Only thing here written is that” Normally, bachelors will be allotted shared accommodation”

But it does not disqualify him/her from getting allotted C-type accommodation. So when someone needs it (with dependant parents) he must get it. It is written so to give weightage to married executive than bachelor.

It is only those who are involved in the process of allotment of accommodation are only interpreting that bachelors are not entitled for C-type accommodation.

It is only the marital status that is the hindrance.

But now refer to Art 16 of Indian constitution which is depicted below:

Right to Equality

16. Equality of opportunity in matters of public employment.—(1) There shall be equality of opportunity for all citizens in matters relating to employment or appointment to any office under the State.

(2) No citizen shall, on grounds only of religion, race, caste, sex (including marital status), descent, place of birth, residence or any of them, be ineligible for, or discriminated against in respect of, any employment or office under the State.

So he/she cannot be discriminated based on marital status.

Now coming to 2nd point

2. They are Junior to E2A Married executives

It is ridiculous to tell.

E2A executives are not at all entitled for C-type accommodation. So allotting C-type accommodation to E2A is an abnormal situation.

Accordingly when you are violating the norms of company, it is better to give first the legitimate right of E3& above bachelors then only violate the company norms and allot C-type accommodation to junior executives of E2A grades.

Question of bachelor & married should rise in case of same level of entitlement, means when two executives are entitled for C-type than married executive must be given weightage.

Here one (E3& above) is entitled for C-type

Other one E2A is entitled for B-type

Than how both can be compared.

Before relaxing the entitlement please do justice to E3 & above bachelor and allot C-type accommodation immediately.

In last financial year averagely Rs 80,000 has been added to taxable income as Perk value: Housing.

It works out to be a tax burden of Rs 24,000 annually. It can be translated in to Rs 3,000 per month, than why we will not stay in C-type quarter.

To remain as a bachelor is a curse?

Permanent Accommodation Seniority Number

Permanent Accommodation Seniority Number (PASN)

As per ALLOTMENT OF RESIDENTIAL ACCOMMODATION RULES

7.1.1 Procedure for maintaining seniority list

7.1.1.1 The Administration Estate Department will maintain lists of eligible employees as per the respective grade of employees in the order of seniority.

7.1.1.2 The seniority of an employee for allotment of accommodation will count from the date of his entry in the respective grade. In case of transfers from other project/corporate center, the seniority will count from the date of his entry into the respective grade in the company.

7.1.1.3 When the date of entry into any grade is the same in case of more than one employee, the employee having longer period of service in NTPC will rank senior pay grade.

7.1.1.4 However if there is still a tie, the employee older in age will rank senior in that grade.

7.1.1.5 The seniority lists so prepared will be published in January and July every year.

Based on above principle we are suggesting one Permanent Accommodation Seniority Number of 25 digits to be created for each employee.

For executives there will be 3 sets of number for each type quarters

Here the seniority will work in reverse order. Means lower the number means more is the seniority.

Advantage of PAS Number

1. It is a unique number

2. It is a portable number it will not change even if place of posting has changed.

3. It can be generated directly from SAP

4. Quarter allotment can be done through SAP

5. Hard copy of application is not required

6. Nobody can manipulate the seniority

7. No need of maintaining separate seniority list

8. It will offload workload of HR Dept

C-Type Quarter allotment to E2A

Ke hisab se C-type quarter ke liye kewal E3 & above executive hi elegible hei

Section 7.5 mein jo kaha gaya
“Bachelors will be given shared accommodation. However, if the General Manager is satisfied that the employee needs to be allotted full accommodation on merits, the same can be allowed.”
Is ka matlab E3 grade mein jo married executives hei unko bachelor ke mukabule preference di jayegi.
Is ka yeh arth kabhi nahein nikalna chahiye ki koi bhi shadi shuda E2A executive ko C-type quarter milega aur E3 executive dekhta rahe jayega.
Pref-1 : Married executive of E3 and above grade
Pref-2 : Bachelor executive of E3 and above grade
E3 ke niche toa eligible nehein hei, unko toa milna hi nehein chahiye. Agar milega toa E3 ka sabhi executive ko milega uske bad.
Pref-3 : W8 to W11 , S1 to S4 &SG including E1, E2& E2A (all B-type wale)
Toa abhi koi bhi E2A executive ko quarter allot nehein karma hei. Pehle sab E3 & above executive ko allot karo phir baki logon ko dena
